Frequently Asked Questions
Can we camp overnight ?

Yes, if you’re attending an event at the Hall.  You can pitch your tent or stay in your motorhome or your caravan overnight.  Check-in is at 1pm and continues until 1pm the following day (24-hours).  If you are planning to stay overnight you must first book a pitch using the online booking facility (at the BOOKING tab, choose BOOK OVERNIGHT PITCH at the drop-down menu).  This includes tents, caravans and motorhomes.  For an overnight stay book the day of arrival only.  If you need to stay an additional night you must also book the following day – this will give you a two-night stay.  Booking a pitch ensures that you have access to the Hall overnight to use its toilet and kitchen facilities. Please note however, there are no showers in the Hall.

Can I have my young child’s birthday party at the Hall ?

Yes, provided the majority of children attending are younger than 10 years old, you can hire the Hall for their birthday party.  We expect an appropriate number of responsible adults will be present at all times to ensure that the children themselves are kept under control and safe from harm.

What happens if I need to cancel my booking ?

We understand that sometimes things happen which mean you have to cancel your booking.  Although refunds for fully paid and approved hires are at the discretion of the Trustees, this is how we usually manage cancellation requests (please also refer to our Terms and Conditions, Section C: Cancellations, paragraphs 13, 14 and 15):

  • for cancellations made 15 days (or more) in advance of the scheduled hire we will normally, on written request, give a full refund less our current standard administration fee
  • for cancellations made between 14 to 8 days before the scheduled hire date we will normally, on written request, give a 50% refund less our current standard administration fee
  • but unfortunately we will not be able to provide any refunds for cancellations made within 7 days of the scheduled hire date

Please note, however, that the Trustees reserve the right to cancel a booked hire in the event of the hall being required for a priority use such as for a polling station for a parliamentary or local elections or by-election, in which case the HIRER is entitled to a full refund of any monies paid.

All refunds that may be due will be made via PayPal to the card used to make the original payment.

Is the hall heated ?

Yes. We have recently installed air-source heating in the two halls and lobby areas.  Each hall has its own thermostatic controls – these are located beneath each of the wall mounted air-source fans.  A small notice below each fan gives simple instructions on how to adjust the temperature and how to turn on and turn off the fans should you need to.

Please note: If you adjust the temperature during your hire, you must return the thermostat to the default temperature of 15 degrees C at the end of your hire.  The default setting is given on the small notice below each fan.

Where and how do I collect the keys ?

There is a key safe located outside the two sets of main doors – one key safe outside the main doors to the Small Hall and the other outside the main doors to the Large Hall.  Depending on which hall you are hiring you must use the relevant key safe as the keys are different.
We will normally send you the key code when we confirm your booking, but as we frequently change the code, we will let you know (by text or by email) if there is a new code in the week before your hire, so please ensure that we have your correct mobile number and email address. The code will be the same for both key safes, but the keys inside are particular to the relevant Hall doors.

Please note that all keys must be returned to the same key safe (and the combination scrambled) on completion of hire, failure to do so will result in an additional £100 charge as the lock will need to be changed to comply with our insurance conditions.

What do I have to do at the end of my hire ?

An online END OF HIRE CHECKLIST is provided to assist you and any of your guests who may be helping in post-hire cleaning process.  A copy of the checklist is available on the website and will also be emailed to you in advance of your hire when the booking request is confirmed.  Hard copies of the checklist will also be made available in the kitchen area.  You can download the current END OF HIRE CHECKLIST here.

It is a condition of hire, to which all hirers must agree at the point of submitting their booking request, that they will download a copy of the END OF HIRE CHECKLIST and bring it with them to the event.  Then, at the end of the event the lead hirer must take personal responsibility for ensuring that the checklist is worked through, completed, signed and then left in the kitchen for one of our Hall Checkers to use after they leave.  Failure to comply with this condition may incur an additional charge of £50 if the Hall has not been left in an acceptable condition – as described in the CHECKLIST.

In summary, at the end of your hire, the lead hirer must ensure that:

  • all litter, rubbish and other waste items both inside and outside the building are collected, securely bagged and put inside the wheelie bins located outside the main lobby and the lids firmly closed.
  • any rubbish that cannot be placed inside the waste bins allowing the lids to close completely must be taken away by the HIRER at their own expense.
  • PLEASE NOTE: Any rubbish, bagged or otherwise (including empty bottles or cans etc) left inside the kitchen, or any other area inside the building or anywhere outside the building (including anything left next to the wheelie bins) will incur an additional waste disposal supplement of £50.00, payable by you as hirer
  • Any items of equipment, furniture or other contents used during the event and belonging to the Hall must be returned to their original positions or storage areas at the end of the hire.  Failure to do so will incur an additional charge
  • the kitchen and toilets are left in a clean, hygienic and tidy condition – floors must be swept and lightly mopped if necessary
  • the floor of the hall(s) used must be swept and/or lightly mopped if necessary if there have been any spillages
  • heating controls must be returned to their default settings of 15 degrees
  • all lights are turned off – checking especially the lights in the toilet areas
  • all external doors are locked
  • the key(s) used to enter the building must be returned to the key safe and the cylinder lock scrambled

Do you have an option for your cleaners to clean the hall for us after use ?

No; at the end of the hire you are responsible for leaving the premises and surroundings in a clean and tidy condition including the cleaning of floors and other surfaces as appropriate, together with the removal of any temporary decorations and signs both inside and outside the Hall.  More information about what you must do at the end of your hire is given in the FAQ “What do I have to do at the end of my hire?”

Does the hall have a Performing Rights Society (PRS) music licence ?

Yes - this is now known as TheMusicLicence, which allows you, as hirer, legally to play music at your event through a radio, TV, other digital devices and/or live performances.  For more information about TheMusicLicence click here.

Please note however - the volume of any music being played must be kept to a reasonable level, particularly drums and bass. This entails the hirer being responsible for checking the external noise level by going outside. The Hall has several near-neighbours who should not be disturbed by loud music. Local residents are entitled to the peaceful enjoyment of their homes and gardens so when music is being played all windows must kept closed and the main entrance and the internal doors should remain closed at all times except for access.  The playing of music must end at midnight.

Some outdoor events also involve live or recorded music.  This is allowed provided that due attention is paid to the level of volume and all musical activity outside (for example, on the field) must cease before midnight.

Can I bring animals and/or pets into the building ?

No animals or birds (except assistance dogs) may be brought into the hall, other than for a special event agreed in advance with the Trustees (e.g. for a dog show or dog training classes).

However, no animals or birds are permitted in the kitchen or bar at any time.

Is the use of the kitchen and its facilities, crockery, cutlery, the bar area and furniture included in the hire cost ?

Yes. The kitchen (which has a double serving hatch to the Small Hall) is equipped with an oven and hotplates, microwave, water boiler and kettle together with a fridge, freezer, double sink unit (with drainers) and a hand-wash basin all of which are included in the cost of the hire. Hot water to the kitchen is supplied by an electric immersion heater (the switches for which are on the wall adjacent to the sink) and there is a limited supply of pots and pans, glasses, teapots, crockery, (cups and saucers and side plates) and cutlery also available. Tables and chairs are stored in the furniture store at the one end of the Small Hall and the small, self-contained bar room has serving hatches to both halls.

Please note, however, that as it is possible to hire each of the 2 halls independently, in the event of two hires taking place at the same time, use of the kitchen, bar and furniture is shared between the two hirers and their guests.

Can I decorate the hall(s) ?

Yes, but you may not use nails, pins, sticky-tape, blu-tac or other adhesive materials to fix decorations directly onto the internal walls. Long wooden batons have been installed above the windows and on the wall opposite the window wall in both halls, which you may use to fix and/or hang decorations. These, and only these batons (together with any notice boards for general use in the small hall) may have pins or adhesive materials used on them. A Trustee will inspect the condition of the building immediately after the hire and any evidence of damage to internal walls and paintwork caused by using adhesive materials (except on the batons or general notice boards) will incur an additional cost for redecoration/making good.

Alternatively, many hirers now bring their own, freestanding screens or tabletop screens which they then use as decorative panels.

Can I hire the field separately (i.e. without having to hire the hall) ?

Yes, subject to availability it is possible to hire the field separately – in other words without having to hire one or both halls as well. But please be advised that there are no external toilet facilities or sheltered areas on the field itself. Should you need access to toilets, a kitchen facility or shelter then one or both halls must be hired at the same time.

Is the field included in the hire charges for the hall ?

No; unless you are booking the 48-hour Wedding Package you must book the field separately if you wish to use it for some or all of your event. Due to the fact that both halls are available for hire independently of each other, we cannot guarantee that the field will always be available for hire at the time of your planned event. All booking requests are time stamped and so the field will be hired on a first-come, first-served basis.

Can I put up a marquee on the field ?

Yes, a Marquee can be erected on our adjacent recreational field as part of the 48-hour Wedding Package hire agreement.  Should you need more time before and after the 48-hour period to erect and then dismantle the marquee the field must then be hired separately to cover the additional hours needed.

If you are wishing to erect a marquee as part of a normal hire of one or both halls, then you must hire the field separately for the duration required - this must obviously include the time you need to erect and then dismantle the marquee as well as the actual time of the event itself.

Can I use fireworks and/or Chinese Lanterns and/or Confetti Bombs / Cannons ?

If you wish to use fireworks at some point during your event you must seek the written agreement of the Trustees BEFORE the event. This is to make sure that your fireworks will be used in moderation (as we have residential properties close by) and that our neighbours are forewarned about the approximate time that the fireworks will be used.  No fireworks may be used inside the building and, subject to consent, all fireworks must be kept safe and secure before use and then let off on the field at a safe distance from the building.

Please note however that unless you are booking the 48-hour Wedding Package, if you wish to use fireworks, you must also hire the field separately for this purpose.

HOWEVER - under no circumstances will the Trustees permit the use or release of lighted Chinese lanterns on the premises, or anywhere on the site as these have previously started fires on farmland in the vicinity and scared some nearby farm animals.

Additionally, we no longer permit the use of confetti cannons or confetti bombs inside the building which may create an additional fire risk, as some of the paper confetti has, in the past, found its way into the light fittings which obviously get warm when in use. The use of hand-held, small confetti / party poppers however, which are much less powerful is still permitted.

Are there any other types of events that the Trustees will not allow ?

Yes. You will see on the on-line booking page we ask you briefly to describe the event you are hiring the hall for.  As Trustees we must be mindful of our responsibilities both to our local community and to the various authorities that license our premises.  While most events are usually acceptable, the Trustees must reserve the right to refuse to hire the hall in certain circumstances.  If in doubt please contact us before making your online booking by using the enquiry form at the bottom of the page.

For example (although this is not an exhaustive list) we must ensure that you are not:

  • going to sub-let or use the premises for any unlawful purpose or act in an unlawful way
  • doing anything on the premises that may endanger others or invalidate any of our insurance policies
  • using the premises for any other purpose than that described in the hiring agreement
  • allowing the premises to be used for unidentified purposes
  • bringing onto the premises anything which would endanger the public
  • allowing the use or availability of drugs and/or substances that can be abused
  • doing anything on the premises which is in contravention of the law relating to gaming, betting, and lotteries
  • conducting an event which doesn’t comply with all conditions and regulations made in respect of the premises by the Fire Authority, Local Authority, and Local Magistrates’ Court
  • holding an event exclusively for teenagers
Can I hire the hall for a Table-Top sale ?

Yes, but if you are selling goods on the premises these should comply with fair trading laws and any relevant codes of practice.

Can I hold a teenage party (birthday or otherwise) at the Hall ?

No. The Trustees have reluctantly decided that they cannot accept bookings for Teenage Parties, whether they be birthday or other celebration events specifically for teenagers. This is because in the past, even with supervision, there has been very unruly behaviour, (which has on at least two occasions caused the police to be called out); the Hall has been vandalised; items have been broken or damaged and there has been further evidence of excessive drinking. Family parties, however, which may include some teenagers in the larger number of adult guests, are allowed but may also be subject to the advance payment of a damage deposit/bond.

 

Where required this will usually take the form of a cheque, which will be returned un-cashed at the end of the hire, subject to no damage being caused or additional cleaning being required.

 

As with all hires, the adult hirer must accept our Terms and Conditions (T&Cs) at the point of making the booking.  Large parties may require the approval of the Trustees prior to confirmation.

Can we arrange our own bar ?

Yes. The Memorial Hall is not permanently licensed for the sale of alcohol, so if you wish to have a Licensed Bar for the sale of alcohol at your event you must first apply for a Temporary Events Notice (TEN) Licence.  For more information about obtaining a TEN Licence visit www.gov.uk/temporary-events-notice. Alternatively you can try approaching a local publican who may be willing and able to arrange one on your behalf.  But please be aware that there is a limit of 15 TEN licences that may be granted to the Memorial Hall (or indeed any unlicensed venue) in a twelve-month period.  You are therefore advised to make early application as the Trustees can accept no responsibility for any failed application due to the number of TENs already granted exceeding the annual limit.

Should you wish to have alcoholic drinks available at your event free of charge (for example, to toast the bride and groom at a wedding reception, or to drink with a meal) you do not need a licence for this. The key criterion is that if drinks are intended to be sold at your event, you will need to apply for and be granted a Temporary Events Notice Licence.

How do you manage our safety during the hire and what are my responsibilities as the hirer ?

The Trustees take your safety very seriously and the Memorial Hall complies with all current national and local legislation for maintaining a safe environment in a public place. The Hall is also insured against claims that may arise from and which are proved to be caused by its own negligence.

Relevant Health and Safety information and Fire Regulations are available in the building so you must familiarise yourself with the type and location of the various types of firefighting equipment and all the available and clearly signed EMERGENCY EXITS before the hire commences.  You are also responsible for identifying at least one additional named fire steward (but more if necessary, depending on the number of guests) to help them oversee FIRE and SAFETY regulations. This means you and your named steward(s) must be identifiable to your guests and will be responsible for the conduct and any subsequent evacuation from the building of all guests in the event of a fire or other serious incident.

Under no circumstances must any fire extinguishers be moved from their designated positions or discharged unless needed for use.  In the event of a fire or serious incident that requires you and your guests to evacuate the building, you should use any of the clearly signed EXITS and assemble on the Recreation Field in an area right away from the building.

What is the maximum number of guests legally allowed in the halls ?

When hiring both halls you can accommodate up to a total of 310 guests.  The Small Hall on its own can legally accommodate up to 150 people and The Large Hall on its own can legally accommodate up to 160 people.  These limits were set by the Fire Authority.  These are maximum numbers, but you should be mindful that if your event involves a seated meal or dancing, you may wish to satisfy yourselves that the space available is sufficient for the number of guests you are inviting.

How big are the two halls and how many can they accommodate ?

The Small Hall (also known as the The Old Hall) measures approximately 6m x 10.7m and has the legal capacity to accommodate up to 150 people.  At one end of the Small Hall is the Furniture Store (see site plan on the MAKE A BOOKING page) and at the opposite end is a sliding partition door that separates it from The Large Hall (also known as The New Hall).

The Large Hall measures approximately 8.5m x 16.4m and has the legal capacity to accommodate up to 160 people.  At one end is a curtained STAGE area with an external door, which is included in the hire cost of the Large Hall.

Can we have a barbecue on the field at our event ?

Yes, but it must be supervised at all times and any hot coals must be disposed of safely by taking them off site when you leave - they must not be tipped onto the grass or put in either of the waste skips. A gas-fired barbecue is obviously safer.

Can we have a mobile food van at our event ?

Yes, you can hire-in the services of a mobile food van (such as a pizza or fish and chip van) but it must be parked on the main car park (or overflow car park) area. No vehicle (mobile food van or private vehicle) may be parked in such a way as to block the driveway down to the Playgroup or Scout buildings. Clear access is required at all times to these buildings in case of an emergency in order to allow the free passage of emergency vehicles.

Can we erect a Bouncy Castle inside the building?

Yes, but as this will probably be brought onsite and erected by an outside contractor you must make sure you book sufficient time before and after your event for setting up and breaking down.

Remember too, that the safety of those using the Bouncy Castle is your responsibility as Lead Hirer.  You must therefore satisfy yourself that a suitable risk assessment has been carried out beforehand to ensure the safety of the installation and all those using it.

What should I do if one of my guests or delegates is injured or taken ill during my hire?

You should phone 999 and ask for the Ambulance Service describing the nature of the injury, and/or condition of the guest together with the location – and they will give you further instructions.

The address of the Leigh and Bransford Memorial Hall is Sherridge Road, Leigh Sinton, Malvern, WR13 5DE.

If you suspect the individual is having a heart attack, there is a defibrillator located on the external wall adjacent to the main double doors.  It is illuminated at night.  Instructions for its use are clearly set out on the unit.  As Lead Hirer you should familiarise yourself with this potentially life-saving piece of equipment in advance of your hire commencing.

What should I do with any rubbish generated during my hire?

During the hire you will find that waste bins are located in the kitchen and in the toilets.  However, when your hire is over and before you leave the building, any rubbish or general waste must be bagged and removed from the building.  There are two rubbish skips with lids located against the wall at the car-park end of the building.  All bagged rubbish should be placed in either of these skips at the end of your hire. Under no circumstances must any rubbish or other waste material (including food waste, bottles, used nappies and other unsanitary items) be left inside the building at the end of your hire.  If our end of hire checker finds any such rubbish left inside the building an additional charge of up to £50.00 may apply.

Can I use lighted (i.e. naked flame) candles during my hire?

The short answer is NO.  We are not insured for the use of any item that burns with or ignites by a naked flame inside the building (i.e. including but not limited to, candles, indoor fireworks, incendiary devices like flares, handheld lighters). For example, this means you are not allowed to put lighted candles on tables or on any surfaces during your event.

However, the trustees have agreed that short ‘birthday’ candles may be used on birthday/celebration cakes provided that when lit they are constantly supervised, be allowed to burn for just a few minutes before being extinguished (blown out) and then safely disposed of by the hirer taking them home at the end of the hire.

UNDER NO CIRCUMSTANCES MUST ANY BIRTHDAY CAKE CANDLES BE LEFT IN THE BUILDING OR PUT IN THE RUBBISH SKIP at the end of the hire, as smouldering candles can ignite flammable materials and/or rubbish and cause a fire.

Can I sleep overnight in the building?

NO. Our insurance policy does not cover overnight sleeping inside the building.

However, those wishing to stay overnight may hire a camping pitch for their tent, caravan or motor home and access to the toilets and kitchen are available to them during the overnight hours.

Does the hall have step-free access?

Yes.  However, if you or one of your guests require step-free access to the Large Hall, then please use the ramped access at the front of the building. Someone will first need to gain entry to the Large Hall, as these Emergency Exit glazed doors are opened by a crash bar attached to the inside of the doors.
